It really is not a bad idea. A cell phone that simple makes and receives phone calls, no web access, no messaging, a phone with certain numbers blocked. If I still had kids around the house, I'd be looking into this. I can anticipate my son "The BUZZ" complain about the assault on his rights. However no one is forcing anyone to use it.
It is a good idea!
